Senior Tax and Utility Analyst – The Town of East Gwillimbury (OMTRA 2025-13)

Reporting to the Manager of Revenue Services, the Senior Tax and Utility Analyst will be responsible for senior support of property taxation and water/sewer billings and operations, financial systems maintenance, and for providing senior level technical guidance to the public regarding property assessments and taxation.  Key duties and responsibilities include property tax and water/sewer revenue analysis and forecasting, maintenance and reconciliation of the Tax Collector’s and Assessment Rolls, determining the annual tax rate, preparing property tax adjustments, providing input to property tax decisions determined by the Province and the Region of York. Additional responsibilities include, but are not limited to:

  • Develop and monitor financial reporting and control systems to identify trends in revenue activity, shifts in customer consumption patterns, and other changes in operations, and take appropriate action to ensure assets and financial integrity of the organization are protected.
  • Review and oversight of property tax and collections, maintenance and reconciliation of the Tax Collector’s and Assessment Rolls, determining the annual tax rate, preparing property tax adjustments, providing input to property tax decisions determined by the Province and the Region of York.
  • Preparation and review of all property tax adjustments resulting from omitted assessments, supplementary assessments, apportionments, assessment reconsiderations, Assessment Review Board decisions, as well as from property tax policies relating to deferrals for seniors and disabled persons, registered charities and vacant Commercial and Industrial properties.
  • Oversee the development, implementation, enhancement and upgrade of water billing and property tax customer care and billing system and applications.
  • Develop and maintain technical and functional expertise in the financial system for property tax and water billing to ensure a modernized, user-friendly resident experience as well as provide functional support to internal staff on system use.
  • Analyze taxation revenue, assessment base, supplementary tax history and trends to assist with forecasting and budgeting processes.
  • Perform the analysis of tax policy, and gather input to tax policy decisions determined by the Province and the Regional Municipality of York and its area municipalities regarding assessment, property taxes, and capping adjustments for business classes.
  • Provide indirect leadership and guidance to the Revenue Services team in the delivery of services, providing training, coaching and mentoring, contributing to a high-performance team.
  • Review and analyze the activities within the program, comprised of meter reading, billing, collections, and customer service for water and sanitary sewer services of a growing customer base, ensuring compliance with legislation, regulations, and by-laws.
  • Develop solutions and techniques to resolve billing disputes and anomalies that will assist with enhanced levels of customer support and service levels.

The ideal candidate will have three (3) years of experience within a municipal Finance Department including tax collection, utility billing and customer service, preferably in a municipal environment. They will possess a post-secondary degree or diploma in Public or Business Administration, Real Property Administration or related discipline, successfully completed of the Municipal Tax Administration Program of the Ontario Municipal Tax & Revenue Association (OMTRA), and a professional accreditation in a recognized Association would be considered an asset. Other requirements include: 

  • Demonstrated experience with tax and utility billing software, including understanding data tables and fields, reporting, integration with other modules and financial software.
  • Demonstrated ability to provide various types of end user training on day-to-day system use and associated reporting.
  • Ability to develop and operate complex data models and scenario/what if analysis.
  • Ability to deal with difficult and/or sensitive situations in assisting residents with financial and/or personal challenges.
  • Thorough working knowledge of municipal financial legislation/regulations including the Municipal Act, Assessment Act, Public Utilities Act, of contemporary financial/tax issues facing local government in Ontario and municipal financial operations/administration in general.
  • Excellent interpersonal, organizational, analytical, problem-solving, communication, research, and financial and time management skills.  Strong written and verbal communication skills including presentations and public speaking.
  • Exceptional organizational skills to manage changing and competing priorities.
  • Excellent interpersonal and communications skills.
  • Self-motivated, goal-oriented individual capable of working in a dynamic and challenging environment.
  • Demonstrated ability to build strong relationships with managers and staff, and internal alliances/partnerships; to foster amicable relationships with employee groups; to align departmental programs/services with corporate goals and objectives and to champion the mission and values of the Town.
  • Proficiency using business productivity applications including the Microsoft 365 suite (Outlook, Word, Excel, PowerPoint, Teams, and SharePoint).

 

Salary Range: Band 7: $91,783 - $107,982
